Abstract

With the expansion of population, development of economy and acceleration of urbanization, flood disasters have more and more effect, especially on cities. Flood disasters have mainly influenced the planning and development of people’s lives. solving the flood disaster problem has been the urgent matter of many countries, in which one of the basis is to construct the flood disaster emergency program system. This paper mainly discuss three aspects of flood disaster emergency problems: the situation of flood disaster in China, the flood emergency program system design, and the improvement and operation of integrated decision making system.
