Risk Based Approach to Define Allowed Outage Times of Electric Power Supply Systems at the TVO I/II Plant

Abstract

The Limiting Conditions for Operation (LCO) and Allowed Outage Times (AOTs) given in Technical Specifications (TechSpec) were originally set for Electric Power Supply Systems (EPSS) using deterministic criteria and qualitative analysis, following similar principles as for the frontline safety systems. Because of diverse functional consequences, the safety impact of EPSS failures has been difficult to assess in a balanced way prior to being able to use a plant specific PSA. This background led to the incentive to improve the consistency of the current requirements. An integrated approach to evaluate risk impact of single and multiple failures was developed. Our paper will describe the main features of the developed approach, including the applied working criteria for the risk-based setup of AOTs and action statements, which considers several risk measures in parallel.
