Abstract

US President Clinton recently declared the implementation of an American National Information Infrastructure (NII) as a key component of his administrations economic agenda. He said “The existence of an NII will not only demonstrate the capabilities of American technology on the verge to the 21st century but it will furthermore support the development in many areas of the American economy. Its importance is compared to the programme of building national highways and international airports in the United States forty years ago”[1].
