The evaluation of a food contamination toxic hazard involves in principle two components: estimation of human exposure to a contaminant substance, and assessment of the substance’s toxicity. Many difficulties arise in estimating exposure to direct food additives or environmental contaminants, but, at least, quantification at source is not a major problem. For packaging materials, however, contamination is indirect, i.e. it involves the extra stage of transfer from packaging materials to food. This is migration.
