Abstract

Tobacco control in China started with the open-door policy. Although China is late in its efforts at tobacco control, it is now doing as well as many developed countries. In 1979, the Ministry of Health and three other ministries entrusted by the State Council issued a circular on the need to publicize the hazards of smoking and the need to control it, indicating the Government’s determination to control tobacco use by tobacco control, persuading smokers to quit and public education. In 1990, the Chinese Association on Smoking and Health (CASH), a non-governmental tobacco control organization supported by the Government, was established, marking a new phase in tobacco control in China.
