Abstract
A recent report by Sir Ron Dearing1 and the National Committee of Inquiry into Higher Education published recently includes recommendations on how the ‘purposes, shape, structure and funding of higher education should develop to meet the needs of the United Kingdom over the next 20 years.’ Whilst this review is aimed specifically at UK higher education, there is nothing particularly special about the UK system in respect of the need continually to increase efficiency. As a result, many of the report’s conclusions are applicable in an international context.
