Abstract
For large system developments, planning has long been established as a significant part of the strategic imperative. It constitutes the second major support for new system projects — see Figure 5.1. Handbooks on project management, up to the present time, continue to explore the need for ever more complex and ever more detailed planning tools, but this chapter will set out to show just how dangerously ineffective system project planning can be in the real world.
