Abstract
Postal services are fondamental for economic development, since they are important inputs for other productive sectors of economy and contribute to generating wealth and employment. Additionally, the law recognizes the right of any citizen to have access to postal communications at affordable prices. For these reasons postal services have an important role to play in the economy (see for example Crew and Kleindorfer 1986, 2000, 2002).
