Abstract
We show that a vortex state Bose-Einstein condensate of atoms carrying electric (magnetic) dipoles gives rise to magnetic (electric) charge and field distributions. The theory is completely symmetric concerning the electric and magnetic aspects and preserves overall charge neutrality.
