Abstract
The human being is at the heart of the problems of territorial development since it is impossible to exclude the question of the inhabitants. That is why the notion of social equity appeared in urban policy. There is no universal definition of this term. Social equity encompasses a wide range of issues such as the distribution of income and wealth, housing, employment, crime, health and welfare, and access to public services. Thus, guaranteeing social equity means guaranteeing just, fair and equal conditions of life to each citizen.
