    The examiner’s manager does have to approve the audit expansion. However, I’ve never seen an audit where the manager objected to an audit expansion.

    There is generally a three-year statute of limitations on tax returns (three years from the due date of the return or date of filing, whichever is later). Years where the statute of limitations has not expired are considered open years.
