Abstract
This chapter reviews some of the theoretical debates that have been influential in the discussion of economic policy, with the underlying assumption that it is important to talk about the ideas that have influenced economic policy. As Keynes argues (1936, p. 383) ‘I am sure that the power of vested interests is vastly exaggerated, compared with the gradual encroachment of ideas.’
