Abstract
In most developed countries, floods are the result of extreme hydrological events in combination with human activities and land use in both rural and urbanized areas. This paper reviews lessons learned from a European Union (EU) cooperative project, Cooperation Along a Big River: the Case of the Volga River (CABRI-VOLGA), and suggests a methodology for developing integrated flood management plans, taking into account technical, environmental, economic, and social objectives.
