The need to improve the water management infrastructure and, specifically, the transition from an administrative and geographical water management principle to a more integrated water management of irrigation systems, as well as creation of the Water Users' Association is discussed in the context of the National Program: Strategy for Economic, Political, and Cultural Development of Turkmenistan for the period of up to 2020.
