The methods of water-management inherited from the Soviet era continue to operate in the Central Asian region. The application of this water-management system is becoming impossible due to intensive development of processes of statehood and market transformations. The approach of compensation using negative profits and losses can be realized through the introduction of the economic mechanisms of transboundary water resources management. This approach was developed by The Institute of Water Problems and Hydropower of the National Academy of Sciences of the Kyrgyz Republic.
