Abstract

Certain events have occurred to cause the Japanese to question aspects of their educational system, especially in science. Among these were the collapse of the “bubble economy”, continuing problems with the economy, and the difficulty the Japanese science and engineering communities had coping with the occurrence and after effects of the Great Hanshin earthquake in 1995. Environmental and social problems continue to increase. Public attitudes about these problems often seem uninformed. Political and economic policies toward environmental improvement have been difficult to develop and implement.
