The future of technical and vocational education is generating heated debate nearly everywhere in the world. Of course, this concern is not new, but globalization, the collapse of planned economies and the failure of development policies in the fight against poverty have put it back at the centre of national and international policy debates. As a result, vocational education reform constitutes a vibrant area of public policy and research.
