Abstract

The continued expansion of supplies (beyond the next few decades) is hazardous and uncertain. The alternative is to cut back demand; such an alternative may be forced on an unwilling world, if hoped-for developments fail to materialise or if available methods of expanding supply prove too hazardous; if so, it may be preferable to anticipate such crisis by cutbacks today.
