Abstract

All Western industrialised nations are today facing similar difficulties in providing the range and standard of social welfare services expected by the public. There are two main reasons for these problems: the increase in life expectancy and the important decline in infant mortality, which have resulted in longer periods of dependency and created new needs; and the development of a new conception of physical, mental, social and moral well-being, which has come to be considered as a basic social value. Technological progress and political pressures have fostered expectations to a point where every member of society is given to believe that he is entitled to demand and receive the highest standard of protection and care, or of social security,1 as a basic human right.
