Abstract

It is convenient at this stage to pause and take a general look at a question that concerns all scientific procedures in which numbers are ascribed to phenomena, with a view to using those numbers in arithmetical calculations. Basically the question is one of discipline: what rules must be observed in quantifying the observations ? The answer depends on the use to which the numbers are to be put.
