Abstract

The debates in the Power Steering Committee at Harwell during the formative stage of the early reactor programme were marked by a good deal of confusion as to what were the objectives in reactor design1. The confusion arose because there were several objectives in the minds of those responsible for policy and, as is often the case, they were not compatible in practice. This confusion has not only persisted, but today is far more obvious than it was 30 years ago. Nowhere is this more evident than in the area of nuclear power economics.
