Abstract

Some disagreements in this debate seem due more to lack of clarity over terminology than to differences over substantive issues. It is impossible to assess whether economic growth, mass action or sanctions eroded or reinforced apartheid without a clear definition of apartheid and of the criteria for assessing whether it is being eroded or reinforced.
