The issues dealt with in this book have been very wide-ranging, but they are unified by the fact that they all have a geographical dimension. Each has been considered as part of the over-all national situation, but most of them can also be grouped into general categories, such as energy shortage and regional imbalance, which are significant issues on a Community scale. The measures for solving these issues have been carried out almost entirely under the auspices of the national governments concerned, although the Community itself, through finance and specialist policies has also been playing an important part in their solution. This has been especially so when the problems have been essentially transnational and could be tackled effectively only with Community participation.
