Abstract
In recent years the phrase ‘civil society’ has gained wide currency in public discourse. References to the importance of civil society by journalists, politicians and government officials, in the United States and abroad, are now common. For many public and private donor agencies, including several United States foundations, strengthening civil society has become an explicit objective.1 The purpose of this brief concluding chapter is to offer some reflections on the concept of civil society and efforts to foster it, drawing on experience as a foundation program officer.2
