Abstract
This chapter examines the wider, and largely external, developments that are influencing public management in Britain. In particular, it assesses the impact of globalisation, Europeanisation and new public management (NPM) upon the capacity of the British state to manage public service provision. It is not easy to unravel the impact of these wider developments upon the managing capacity of the state, not least because the state itself has promoted many of the developments and also exercises significant latitude in how it responds to these wider pressures.
