Abstract

The two preceding chapters focused on efficient use of existing human and other resources. But this resource base is not fixed, and the time has come to consider implications of developing the human resource base in particular. In doing so, this chapter must transcend efficiency considerations, for education — and human resources more generally — play multiple roles: shaping income distribution and even national identity, as well as in affecting productivity. Nonetheless, the chapter begins with a consideration of the interconnections between human resource development and future growth, in broad terms. The next section then reviews some issues in the efficiency of the educational system and its role in promoting equality. This is followed by a consideration of some specific concerns with respect to industrial training.
