Quangos in Denmark and Scandinavia: Trends, Problems and Perspectives

Abstract

In Scandinavia, no acronym has been given to what British people refer to as quangos (Barker, 1982), PGOs (Hood and Schuppert, 1988) or EGOs (Weir and Hall, 1994). In Denmark and Scandinavia we usually talk about these organizations as ‘semi-public organizations’ or more generally about ‘indirect public administration’ (Modeen and Rosas, 1988). Many organizations in Denmark belong to an institutional grey zone between the public sector and the private sector (Marcusson and Peterson, 1990; Greve, 1995a).
