Abstract

The previous chapters have looked at the nature of various organisations involved in planning inside and outside the state, and on the borders, as with quangos. But within these organisations are the individuals who undertake the actual formulation and implementation of planning policy, the planners. For the moment, this term is used to denote all those who bring some claims to expertise to the planning process. These claims differentiate planners from bureaucrats who merely administer policy systems but with little or no discretion over the actual decisions taken. It is also a defining characteristic of those who call themselves professionals. Beyond this though, a number of different ways of conceptualising professions exist.
