Abstract

The horrifying tragedies of Rwanda and Bosnia would alone suffice to command attention to the policy challenges posed by ethnic diversity, which is far more ubiquitous in the contemporary world than was formerly recognized. In South Africa, the stunning triumph of policy reason in designing an initially successful transition from apartheid to democracy in a deeply divided society suggests the possibility of carefully reflected and bargained choice being able to transcend communal cleavage — although, of course, only the preamble of the saga of a democratic South Africa has so far been inscribed on the tablets of history. Between these polar examples lies a diversity of situations where identity conflicts challenge statecraft: the former Soviet republics, Northern Ireland, Lebanon, Sudan, Ethiopia, Sri Lanka, India, Canada, United States.
