Self-government Among Bulgarian Gypsies

Abstract

The existence of potestary institutions (inter-group self-government) and their specifie structure is one of the most important traditional characteristics of the Gypsy community, clearly displaying its ethnic specificity. The potestary institutions of the different Gypsy groups represent an idiosyncratic and effective mechanism of ethnosocial organisation. A similar form of social organisation is not observed among other European ethnic communities. It has some parallels in the reality of ancient Indian society, namely in the institution of the ‘panchayat’ (literally ‘the council of the five’) in the different Jatti.
