Abstract
In Chapters 3–5, we have seen how the education, work and protection of citizens need to be developed if inclusive communities are to be established and sustained. The development in question requires a structure for co-operative enquiry and practical support to carry out informed deliberations. Citizens need to be able to come together to shape decisions on what is to be taught, how production is to be organized, and where the minimum standards are to be set for their common protection.
