Abstract
According to a report in Neues Deutschland, the delegates to the Second Party Congress of the SED reacted with “rapturous jubilation” to Ulbricht’s suprising “proposal” to construct socialism in the GDR “according to plan”: “The delegates rise to their feet, they call out, clap. Walter Ulbricht has uttered the decisive words of this conference.... Unbounded enthusiasm radiates from the faces of the delegates. How often socialism has been talked about. Now, for the first time in German history, this greatest goal of humankind will be turned into a reality on German soil.”1
