During the Mitterrand presidency the relationship between the state and the broadcasting media underwent significant change. The state relinquished its monopoly of ownership and established new high-profile regulatory authorities in a withdrawal from its previous omni-competent role. Liberalization, deregulation and privatization were the fashionable concepts which informed a new official discourse in media policy-making, as radio and television became increasingly subject to market pressures rather than state controls.
