Abstract
We have to recognise where crime begins. I don’t mean that we should listen to the woolly-headed theories that society is at fault.... Of course not — we can leave that message to others. We must do more to teach children the difference between right and wrong.... It must start at home. And it must also be taught in our schools... Above all, it must be taught by example (Michael Howard, July 1993, House of Commons).
