Abstract
In this chapter the concept of human resources as part of the broader concept of socioeconomic resources in the Islamic world view will be made to relate with and evolve from the fundamental premise of the Shuratic process. We are then led to consider human resources not just as a form of human capital, such as education, training, personnel development and skills. Rather the services needed to sustain humankind as social beings in society, enabling them to enjoy their existence in the social midst, are part of this broader domain of human resources. Such a treatment is not exceptional in the economic literature. Others have considered health, housing, recreation, social security, research and development as part of the human resource package (Levitan, Mangum and Marshall, 1976). An even broader concept of human resources that is treated at some length in the literature on human ecology and sustainable development, is that of the great commons (Inglott, 1990). Therefore, when dealing with the concept of human resources in this wide sense within the Islamic world view, we must also consider the corresponding meaning of ecological commons and other forms of human resources. Finally, the role of human resources in the Islamic perspective, can be introduced into the topic of socioeconomic development. It is the objective of the present chapter to develop some new approaches to the concept of human resources.
