Abstract

In Chapter 9 we outlined what we labelled the nuts and bolts of local government finance — grants, taxes, fees and charges — and looked in detail at the budget process in one particular local authority. In this chapter we take several steps back, so that we can view the whole system of local government finance and the way it has changed over the past two decades.
