Abstract
In recent years, those involved in international illicit drug production and trafficking have been described variously as entrepreneurs in a vast multinational business or as a security threat, opponents in a drug war waged by the community of nations and led by the USA.1 Such labels matter. They help define perceptions and determine policy. They have their limitations, however, as the chapters in this book amply demonstrate.
