Abstract
In any community, young people are the ones whose drinking arouses the most concern. Intervention in young people’s lives is considered legitimate as they are not thought to have the same sovereignty as adults. The society has a moral right to interfere in their lives. Being young they are also believed to be more receptive than older persons who are already set in their ways, and being in schools and colleges they seem to be the easiest target group to reach.
