Abstract

There is a substantial body of empirical work demonstrating that the Commission plays a major role in the EU’s policymaking processes. The influence of the Commission was especially important in the 1985–92 period, when it did much to expand European-level policy competences under the general internal market umbrella (see, for example, Sandholtz, 1993a; McGowan, 1993; Matláry, 1997a).
