Abstract
This chapter presents an analysis of social policy in the first period of the Paraguayan transition (1989-93). It concentrates on three services: education, health and social security. In each case the analysis focuses on the institutional arrangements for service delivery, the extent of service coverage, the system of financing and its relationship with total public expenditure, and the social distribution of benefits.
