Abstract
The focal point of decision-making on the CAP is the Council of Agriculture Ministers. Here, the interests of the various member states have to be reconciled in a complex process of intergovernmental bargaining. Three crucial sets of actors have an input into this decision making process: DG VI, the agriculture directorate-general of the Commission; the agricultural lobby; and the member states. Other actors, such as the European Parliament, are more marginal actors.
