Interest representation at the European level is conditioned by the unique multi-level character of EU decision-making and policy processes. Participating in European public affairs therefore involves addressing subnational, member state, and supranational tiers of authority, and the complex interplay between them. Figure 2.1 identifies the major points of access in EU decision-making and implementation throughout the formal stages of the policy process, from initiation through to implementation and adjudication.
