Abstract

Despite its noble sound, we cannot assume that the practice of development is a benign social process. Its arena is littered with oustees and relocatees, the coerced and the coercers, the winners and the losers. Development is a complex process with overlaps of contradictory certitudes regarding social justice, political harmony and environmental consequences.
