Abstract
Can Europe successfully emerge from the turbulent patch it entered following the Maastricht Treaty? By one of those reversals for which history is famous, 1992, in which the advent of the single market was to set the seal on a period of unprecedented dynamism, was marked instead by the beginning of one of the most uncertain periods in the history of European integration.
