Abstract
Towards the end of the Tokugawa period, the bakufu government and some warlords endeavoured to transplant heavy industries by adopting Western technology in order to meet the demand from national defence. The Meiji government, having taken over this endeavour, planned to develop heavy industries, and in particular the munitions industry. Among the government-run factories in 1882, the main ones are listed below. The letters in brackets are as follows: B indicates that it was an ex-bakufu and ex-domain factory which was acquired by the Meiji government; G that it was newly established by the Meiji government as a government-run factory, and P that it was a privately run factory.
