Abstract
Belgium is a constitutional monarchy associated with a parliamentary regime where the cabinet is responsible to Parliament. The powers of the King are listed in the constitution, but he does not have personal responsibility as his decision must be countersigned by a minister in order to be valid. On the other hand, his person is inviolable in both the public and private (civil and penal) fields. The King and the ministers belong simultaneously to the executive and the legislature.
