Abstract
The unique evolution of the European Union (EU) has posed a quandary to EU analysts since its inception. Its institutions and legal capacity have confounded traditional distinctions made between sovereign states and international organisations. The EU is a highly developed and multifunctional regional organisation committed to promoting ‘an ever-increasing union’ among its peoples, without necessarily forcing the withering away of the sovereign Member States.
