Abstract
The primary question of this chapter can be interpreted in two ways. First, it could mean investigating an empirically observable tendency which would manifest itself in the changed behaviour of the Federal Republic of Germany in the institutions and decision-making processes of the European Community. In other words, is united Germany about to gain greater support within the EU for its political concepts and goals or even to determine the course of European integration? Critical observers could pose the question: Is Germany perhaps now in a position to reach and develop the hegemonic position previously unattainable due to the unresolved national question, the status differences from the Allied powers and doubts as to the permanence of its commitment to the Western alliance? The second way of interpreting the question would be normative: i.e., should Germany assume a leadership role in the European Union? Providing an answer to this question presupposes a clear determination of the goals that role should serve, and which factors could favour or hinder the exercising of this leadership role.
