Abstract
The promulgation of the new constitution in October 1988 did not settle in a conclusive way the constitutional debate. The text included itself two transitory articles to allow for further discussion. One mandated a plebiscite in 1993 to determine the future ‘form of government’ of the country. The other established that a full revision of the document itself would be held in five years’ time, by absolute majority and unicameral vote of Congress.
