The Impact of Democratization in Central and Eastern Europe: With Special Reference to Poland

Abstract

The subject of the following discussion is the change of the role of the state and the public sector in the process of democratization of the Central and Eastern European states, presented and illustrated through neutrality problems of bureaucracies. The exposition shows that the transition to democracy is linked to some indispensable preconditions which in their entirety identify democratization as an independent integration process. The public sector takes part in this process during its conversion (‘integration of public administration’). A second analytical step demonstrates an inseparable connection between democratization and economic and social integration.
